Meanwhile, funders and senior management are running after the concepts of big data — year-over-year increase in reach, impact measurements, geographic comparisons, and more. To measure these numbers, organizations are increasingly implementing monitoring and evaluation frameworks. However, the irony is that the people this data is supposed to help treat these frameworks as a useless burden, which eventually makes the data useless. This is a problem because they are being used to measure and evaluate the offline world.
Monitoring and evaluation
Its goal is to improve current and future management of outputs, outcomes and impact. It is mainly used to assess the performance of projects, institutions and programs set up by governments, international organisations and NGOs. It establishes links between the past, present and future actions. The credibility and objectivity of monitoring and evaluation reports depend very much on the independence of the evaluators. Their expertise and independence is of major importance for the process to be successful. The developed countries are using this process to assess their own development and cooperation agencies.
Policy monitoring comes a range of activities describing and analyzing the development and implementation of policies, identifying potential gaps in the process, outlining areas for improvement, and holding policy implementers accountable for their activities. Monitoring policy development and implementation is an integral component of the policy cycle and can be applied in sectors including agriculture, health, education, and finance. Policy monitoring can improve policy information among stakeholders, and the use of evaluation techniques to provide feedback to reframe and revise policies. Thus policy monitoring allows policymakers and interested actors to systematically examine the process of creating a policy, implementing it, and evaluating its effects. It can also help link policies to specific outcomes and help identify and evaluate policy impacts.
